At 6:16 a.m., a gun-shaped lighter was found at the bus stop on 321 Northeast Kings Valley Highway. Nobody was around when the property was located, so it was discarded into the trash can.

At 1:13 p.m., a green 1998 Honda CRV was reported stolen from Southeast Pine Street.

At 8:56 p.m., Jay Lube was lodged at the Polk County Jail for disorderly conduct.

At 10:21 p.m., a lady sprayed water over her neighbor’s fence to put out his fire in his firepit on Southwest Bell Drive, complaining about the smoke. Police told her that spraying into her neighbor’s yard could be criminal.

At 2:42 a.m., a noise complaint was made about a dog barking. The dog’s owner said that the barking was due to all of the fireworks being lit off in the area, and they were trying to calm the dog.

At 1:50 p.m., a report was made of an unknown male on a dating website asking for $300, and the complainant believes it was a scam.

At 12:07 a.m., neighbors called about a possible domestic dispute on Southwest Ellis Street, but both left in the same car prior to police arrival.

At 10:49 a.m., damage to another car vacuum was reported at the Spray N Shine Carwash on Main Street. The suspect and vehicle have been identified, but police were unable to contact the suspect.

At 2:50 p.m., two young males were stopped on their bikes because they disregarded traffic while riding their bikes.

At 5:09 p.m., Charles Pointer was charged with criminal mischief after being accused of damaging the vacuums at the Spray n Shine Carwash on July 13.

At 2:55 p.m., Daniel Angulo was lodged for a DUII. Police reported finding him behind Dallas Auto Wrecking and briefly had him at taser point.

At 3:51 a.m., a resident on Northwest Hillcrest Drive thought he heard someone try to open his front door using keys. Police searched the area but were unable to locate anyone suspicious.

At 8:09 a.m., someone stole a catalytic converter on Northwest Jasper Street at the Dallas Retirement Health Center.

At 2:51 p.m., a report of the theft of Red Bulls and flashlights from the Grocery Outlet on West Ellendale Avenue.

At 4:19 p.m., a stolen American flag was reported on East Ellendale Avenue.

At 6:09 p.m., there was a report of a female being nude at the Lyle Softball Complex. She was not naked but had on a low riding tube top.

At 6:11 p.m., a Pacific Pride card belonging to Atlas Vineyards was found at the Pacific Pride on East Ellendale Avenue.

At 9:27 a.m., a Dallas Mobile Home Village resident reported his ex was having sex with his neighbor. They found no noise or crime.

At 12:17 p.m., there was a report of a dog left unattended in an F-150. Police found the dog and owner at Spoon N Folks Thai Cuisine, and the owner said he was taking his dog to the river.

At 2:04 p.m., Douglas Gore was lodged on two felony warrants.

At 2:31 p.m., there was a report of a package being stolen off the porch of a residence at Uglow Manor Apartments.

At 3:36 p.m., a report of a lady leaving her small dog in her car while she was shopping a Walmart. She was from out of town and was warned not to leave her dog in the car if it was above 70 degrees.

At 4:06 a.m., Zelan Buckelew was lodged on a Josephine County Warrant.

At 4:16 p.m., a report of a man was talking to imaginary people and seemed to be high. Police say he was not a danger to anyone and had no crimes committed. He said we were walking to the bus stop to catch the next bus to Salem.

At 6:57 p.m., there was a possible sex offense at the Dallas Retirement Health Center.

Polk County Sheriff’s Office

At 12:44 a.m., a deputy successfully drove over the forest road from the north end of Fir Grove to the south end of Josiah Wills. He did not find any evidence of truffle pirates or anyone else having used the road recently.

At 3:34 a.m., deputies made contact with a male subject in the 300 block of North Main Street in Falls City had a lodgeable warrant out of West Linn Municipality for failure to appear on a driving while intoxicated charge. When told he was under arrest, the subject ran, leading the two deputies in a foot pursuit. The subject was tased, taken into custody and lodged at Polk County Jail on his warrant and additional charges of Escape III and Resisting Arrest.

At 4:37 a.m., a report of a minor in the 28000 block of Andy Riggs Road that became intoxicated with two adults and needed medical attention and transportation to the hospital. An adult subject was later arrested for providing liquor to a person under 21.

At 12:22 p.m., a motorist was cited for driving uninsured on Highway 51 near milepost 5. The deputy told the driver if he was able to get his insurance renewed before his court date, he would help get the citation dismissed.

At 2:08 p.m., a report of a single vehicle accident with injuries where a motorist failed to negotiate a curve in the 12600 block of Kings Valley Highway and drove off the road. The driver was transported to Corvallis Hospital.

At 2:11 p.m., a motorist was stopped for making an illegal U-turn on South 7th Street near Riverwood Court in Independence. The driver was cited for driving uninsured and driving while suspended – violation.

At 3:46 p.m., Felipe Cervantez was lodged at Polk County Jail on a felony warrant out of Marion County.

At 4 p.m., a subject turned in to the sheriff’s office a wallet he found in the road on Highway 51. A deputy returned the wallet to the owner at the listed address. The owners had been frantically looking for it. They discovered nothing was missing and asked the deputy to have the person who turned the wallet in call them so they could thank him personally.

At 1:44 a.m., a 16-year-old motorist was cited for speeding 94 mph in a 55-mph zone on Highway 22 near milepost 16.

At 2:22 a.m., a motorist was cited for speeding 70 mph in a 55-mph safety corridor on Highway 22 near milepost 11, and for driving while suspended - violation and driving uninsured.

At 5:15 a.m., a report of a prowler heard twice on a property in the zero block of Central Boulevard in Falls City.

At 5:50 a.m., a deputy attempted a traffic stop on a green sedan on Highway 22 near Gooseneck Road for speeding 78 mph in a 55-mph zone. The driver sped off instead, leading the deputy on a high-speed chase that had to eventually be discontinued due to the suspect exceeding speeds of 100 mph. The driver was identified as Horacio Sotelo Rios, known to have affiliations with the Norteno gang and for hanging out at a West Salem residence. Salem Police reported he never came there. Rios faces several charges if found, including elude/reckless driving/reckless endangering, as well as countless violations the deputy observed throughout the roughly 13-minute pursuit.

At 10:309 a.m., a report of a vehicle nosed into a ditch in the 5700 block of Liberty Road, blocking traffic. The vehicle was unoccupied and towed from the scene.

At 1:50 p.m., a report of two huskies running loose in the neighborhood near Southwest Sequoia Lane and Southwest Ward Drive. Due to priority calls, PCSO was unable to respond until about 1:40 p.m. A deputy searched the area but was unable to locate any loose dogs.

At 3:08 p.m., a motorist was stopped for using an electronic device while driving on Washington Street near Jefferson Street in Dallas. The driver was cited for driving while suspended – violation.

At 5:20 p.m., a report of a hit and run that occurred sometime overnight to a 1999 Dodge Ram in the 17200 block of Butler Way.

At 6:51 p.m., a motorist was cited and released in the 8500 block of Perrydale Road driving under the influence of an intoxicant and reckless driving.

At 7:02 p.m., a motorist was cited for speeding 79 mph in a 55-mph zone on Highway 22 near Greenwood Road.

At 7:32 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near 50th Avenue.

At 9:06 p.m., a subject was arrested for driving under the influence of an intoxicant. At Polk County Jail, the subject, who outweighs the arresting deputy by about 75 pounds, charged at him. It took three deputies to wrestle him under control. After the fight, the subject was transported to West Valley Hospital. While obtaining a warrant for a blood draw, the staff sedated the subject, who then could not be transported back to jail until he awoke. While at WVH, the deputy wrote up citations for DUII, reckless driving, attempted assault of a deputy and obstructing government administrator while being served the search warrant (blood draw).

At 11:48 p.m., a motorist was cited for speeding 63 mph in a 40 mph-zone on Wallace Road near Van Kleeck Place.

At 5:20 a.m., a motorist was cited for speeding 83 mph in a 55-mph zone on Highway 99 near milepost 60.

At 7:47 a.m., a deputy made contact with a vehicle parked on the east side of the 3100 block of S. Kings Valley Highway in the S curves with its flashers on. The driver advised he had run out of gas and was waiting on someone and did not need any further assistance.

At 11:23 a.m., a resident in the 300 block of Southwest Washington Street reported three dogs from an apartment complex behind her house broke through the fence. Two of them attacked her dog which needed to be taken to the vet, bleeding. The attacking dogs’ owner was cited for public nuisance and told her she would be responsible for the vet bills for the victim dog.

At 12:17 p.m., a subject confronted a deputy when he was parked facing North on S Oak Grove Road. The subject turned over a leather notebook he found, filled with checks, invoices, and a planner, at the Independence Highway off Highway 22. The deputy thanked the subject for returning this and he appreciated him doing the right thing. The deputy left a voicemail telling the notebook’s owner he can come get it at the Polk County Sheriff’s Office.

At 2:10 p.m., a report of two sheep loose in the 7400 block of Davidson Road.

At 2 :43 p.m., a report of a burglary of an unoccupied residence in the 3400 block of Salem Dallas Highway. The complainant reported sometime between July 9 and 18, some family heirlooms were stolen. The heirlooms were described as old little statues/figurines that had no value.

At 4:25 p.m., a report of a two-vehicle rear end, non-blocking, crash with injuries on Highway 22 near Gooseneck Road.

At 7:33 p.m., a report of an unknown suspect that syphoned hydraulic fluid from a roofing company’s boom truck a couple nights ago while doing work at Falls City Elementary School at 177 Prospect St. in Falls City. Then last night the suspect removed the plug and removed about 30 gallons.

At 3:04 a.m., a deputy came across a paper delivery person with a low tire in the 5900 block of Wallace Road. The driver filled it with his own compressor and was on his way.

At 7:07 a.m., a motorist was cited for no seat belt and driving while suspended – violation on Pacific Highway near Church Street in Monmouth.

At 8:53 a.m., a driving complaint was received about a blue semi hauling rebar that was all over the road on Hopewell Road Northwest and Spring Valley Road Northwest.

At 10:03 a.m., a motorist was cited in the 200 block of West Ellendale Avenue for failure to register vehicle and for driving while suspended – violation.

At 2:58 p.m., an abandoned Saturn Vue, with heavy front-end damage from a crash and no hood on the vehicle, was found in the 3900 block of Perrydale Road.

At 3:28 p.m., a report of a subject walking her dog in the 200 block of Cameo Street in West Salem when another dog came out of a fence and attacked her and bit her dog’s tongue.

At 10:56 p.m., a motorist reported another motorist in a Dodge pickup towing a horse trailer was driving recklessly on Hopewell Road and almost hit them head on. The motorist turned around and followed the pickup driver to call 911. The pickup driver then “brake checked” the following motorist twice, causing him to hit the horse trailer then swerve into a ditch. The pickup driver left the scene and was known later to be at the Chevron in Harrisburg. He faces charges of hit and run property, reckless driving and two counts of reckless endangering. Officers learned he had already been arrested around 6 p.m. earlier for menacing and unlawful use of a weapon after allegedly pointing a rifle at another driver after a road rage incident. McMinnville police cited and released him and seized his rifle. However, it was unknown if he had more firearms in the vehicle.

At 8:14 a.m., a dog owner was cited for dogs as a public nuisance because her dogs keep getting loose from the residence in the 200 block of Fairoaks Street.

At 8:57 a.m., a motorist was cited for speeding 71 mph in a 55-mph zone on Highway 22 near milepost 13.

At 10:23 a.m., a report of a very large wood roll of fiberoptic wire had rolled off the back of a truck after its tie down broke on Clow Corner Road near Ballard Road. It rolled into a vehicle on the south side of Clow Corner Road. Flaggers and other workers were coming out to help recover the wire.

At 10:32 a.m., the owner of a dog that bit passerby’s twice in the 200 block of Cameo Street in West Salem was cited for dogs as a public nuisance and for having no license.

At 1:57 p.m., a motorist was stopped in the 20500 block of Salmon River Road and cited for speeding 88 mph in a 55-mph zone, driving while suspended – violation and driving uninsured. The driver’s vehicle was impounded.

At 4:06 p.m., a complaint received about a “caveman” looking male doing donuts in a pickup at the gravel lot at South Main and Parry Road. A deputy checked and there was no damage to the lot. He caught up with the driver on Perry Road. He admitted to his actions. The deputy warned him about criminal mischief if the lot had been damaged and other potential crimes and violations. He was receptive and repeatedly apologized.

At 9:31 a.m., a motorist was cited for speeding 78 mph in a 55-mph zone on Salem Dallas Highway near 50th Avenue.

At 10:38 a.m., a report of a business in the 10800 block of Westview Drive that was broken into. Drawers were gone through and office was a mess, but employees were unsure on anything that was taken.

At 10:27 a.m., a motorist was cited for speeding 87 mph in a 55-mph zone on Highway 22 near milepost 1.

At 1:53 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near Greenwood Road.

At 2:33 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near Greenwood Road.

At 3:09 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near milepost 18.

At 3:30 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near milepost 18.

At 3:44 p.m., a report of a loud boom was heard by a complainant who thought there may have been a vehicle crash but did not see anything in the 5400 block of Salem Dallas Highway. A deputy drove through the area and did not observe any vehicle crashes. He did observe a semi with a blown tire in the area.

At 11:27 p.m., a report of a single vehicle non-injury rollover crash on the fresh chip seal on Airlie Road near De Armond Road. The driver showed signs of impairment and admitted to drinking wine prior to the crash. She failed a field sobriety test and was arrested. She blew BAC of .17 at the jail.

At 12:18 a.m., a motorist was cited for speeding 80 mph in a 55-mph zone on Highway 22 near milepost 18.

At 6:02 a.m., Independence Police reported a crash on Main Street near River Road in Independence where the driver and passenger apparently fled the scene. Deputies assisted in the search but were unable to locate them.

At 11:29 a.m., a report of a residential burglary in the 4200 block of Eagle Crest Road. Two saws and saw attachments were stolen from the shop.

At 2:32 p.m., a motorist was cited for speeding 76 mph in a 55-mph zone on Pacific Highway near Bethel Road.

At 6:37 p.m., a report of a burglary in the 2600 block of East Ellendale Avenue. Suspects cut the lock to the gate at the entrance of the property and proceeded to steal a trailer, a John Deere tractor, powered tools, gasoline, keys to a couple lawn mowers, and several chargers.

At 10:04 p.m., a motorist was cited for speeding 85 mph in a 55-mph zone on Highway 22 near Perrydale Road.

At 1:20 p.m., a motorist was cited for speeding 75 mph in a 55-mph zone on Highway 22 near milepost 18.

At 7:15 p.m., a motorist was cited for speeding 68 mph in a 40-mph zone on Wallace Road near Michgan City Lane in West Salem.

At 9:26 p.m., a woman and her daughter were kayaking from Wallace Marine Park to Darrow Bar on the Willamette River. The current pushed the two kayaks into old pylons at the tip of Darrow Bar Island. A deputy was able to tie off to a log below and climb over to the two and get them safely back to his boat. They were provided courtesy transport back to Wallace Marine Park. Both were wearing their life jackets when deputies arrived. However, they were warned for not having sound producing device and were educated on towing kayaks near obstacles.

At 9:20 p.m., a resident in the 400 block of 53rd Avenue reported some loose goats wandered onto her property. She was able to herd them into a large dog kennel area.

At 9:39 p.m., a motorist was cited for speeding 85 mph in a 55-mph zone and for driving while suspended – violation, on Highway 18 near milepost 27.

Angela Alice Filip, 25, a transient, was arrested for driving while suspended.

Sergio Jimenez, 27, a transient, was arrested for theft 3 – shoplifting.

Jason Jamieson Brown, 35, a transient, was arrested for trespass 2.

Shayne Bradley Handsaker, 56, of Independence, was arrested for harassment.

Angela Marie Gwyn, 44, of Keizer, was arrested on an outstanding warrant.

Sergio Jimenez, 27, transient, was arrested for trespass 2.

Nicholas Scott Ziebell, 40, of Salem, was arrested for harassment.

Andrew Clark, 35, of Salem, was arrested for strangulation.

Christopher A. Tapia, a transient, was arrested for an outstanding warrant.
